It's a form of payroll fraud typically perpetuated by someone with access to your payroll system, such as an accounting employee with little oversight.
There are ghost employees who have been in the system undetected due to the inefficiencies that some of these employers have.
Transport Minister Fikile Mbalula told the Standing Committee on Public Accounts recently that Prasa became aware in December that it was paying 3 000 ghost workers full salaries. Prasa should do more to uncover who are these ghost employees.
All this is happening while a number of critical positions, including that of group CEO, still need to be filled.
